In Arizona, the practice of law is exclusively within the authority of the judiciary. Ariz. Const. art. 3; In re Creasy, 198 Ariz. 359, 12 P.3d 214 (2000). While the Legislature may adopt regulations that apply to the legal practice by statute, it cannot adopt requirements inconsistent with supreme court mandates. Scheehle v. Justices of the Sup. Ct., 211 Ariz. 282, 120 P.3d 1092 (2005).
The Arizona Supreme Court has described the practice of law as those acts, whether performed in court or in the law office, that lawyers have customarily carried on from day to day through the centuries.
