A. (§19.12) Refusal to Sell or Rent
Under the MHRA (Missouri Human Rights Act), codified in Chapter 213, RSMo, it is unlawful to refuse to sell or rent a dwelling to any person because of a protected class after that person makes a bona fide offer. Section 213.040.1(1), RSMo Supp. 2017. The refusal to rent requires both a bona fide offer and that the offer is made by a person qualified for the housing in question. Joplin v. Mo. Comm'n on Human Rights, 642 S.W.2d 370, 373 (Mo. App. S.D. 1982).
