C. (§21.10) Governing Law
The law of the state where the act or omission occurs determines whether the federal employee acted within the scope of employment. Daniels v. United States, 470 F. Supp. 64 (E.D.N.C. 1979); Hamm v. United States, 483 F.3d 135 (2nd Cir. 2007).
